James Madison Legacy Project

The James Madison Legacy Project (JMLP) is a civic education initiative developed by the Center for Civic Education to improve professional development and instruction in the We the People: The Citizen and the Constitution curriculum for students in middle and high school.

The program focuses on using simulated congressional hearings to hone students’ ability to use reading skills to evaluate complex text and evidence, and to construct coherent arguments. JMLP was intentionally designed to bring the We the People program to new populations and communities across the country.

Program Components

Simulated Congressional Hearings

Students participate in mock congressional hearings to demonstrate deep constitutional knowledge before community judges.

Complex Text Analysis

Instruction focused on reading and evaluating complex primary source texts, historical documents, and constitutional materials.

Argument Construction

Students develop the ability to construct coherent, evidence-based arguments on constitutional and civic topics.

Teacher Professional Development

Structured training helping educators master inquiry-based instruction tied to the We the People curriculum.

We the People Curriculum

Full access to the Center for Civic Education’s flagship curriculum covering constitutional history and principles.

Community Engagement

Connecting students with local judges, attorneys, and civic leaders who serve as hearing panelists.
